As the technology developing fast, most of people using cell phones. So Before coming to Turkiye, firstly you should speak to your local service supplier for a cheap rate for speaking abroad. You can also use internet calls via mobile applications such as viber, whats up, skype etc.

On the other hand, if you did not bring your mobile with you the way I suggest you to make domestic calls from a public phone with a phone card you buy from the post office (PTT).  This will be the cheapest way and governmnt guarenteed way. The working time of PTT is 9 am to 5 pm. So if it is closed, , you should find local entrepreneurs selling cards at a slight mark up near the public phones.

There is a third option that sometimes this would be a great idea. There are three global mobile operator in Turkiye who supply mobile services all around the Turkiye. These are Vodafone, Turkcell and Avea. There are many branch offices of these operators in everycity. If you visit one of these opearators, you can easily buy a gsm card and retrieve a local telephone number which will be the cheapest way for making domestic calls in some cases.
